Mahmoud Khalil, ein palästinensicher Austauschstudent an der Columbia-Universität, der sich mit gültigem Greencard Visum in den USA aufgehalten hat, wurde letzte Woche festgenommen und wird seitdem tief im Landesinneren in irgendwelchen ICE-Lagern festgehalten, ohne dass sein Anwalt oder seine schwangere Frau Kontakt zu ihm haben, oder ihnen gesagt wird, wo er festgehalten wird.

Hunderte Demonstrierende der Jewish Voice for Peace hatten am Samstag den Trumptower besetzt, um gegen die unrechtmäßige Verhaftung von Mahmoud Khalil zu demonstrieren.

Palästinenser oder Menschen, die sich für sie einsetzen, verlieren in den USA genauso wie in Deutschland immer öfter gesetzlichen oder menschenrechtlichen Schutz. Ich beobachte das als einen eskalatorischen Vorgang und gebe zu bedenken, dass der staatlich organisierte Antisemitismus der Nazis auch nicht bei Auschwitz angefangen hat.

Timothy Snyder, selbst Antisemitismusexperte und Holocaustforscher, schreibt in seinem Newsletter ebenfalls über den Fall Khalil und allgemeiner über die Instrumentalisierung des Antisemitismus-Begriffs in den USA.

According to Trump, Khalil is the „first of many to come.“ Without evidence, Trump associates Khalil in a general way with „pro-terrorist, anti-Semitic, anti-American activity.“ These are slurs designed to generate emotion, and neither Trump nor anyone else in government has provided any evidentiary basis for any of them. The stigmatization of a particular individual and his particular cause is a template for doing the same to other people and other causes. The stigmatization of specific protests at specific universities is being used to delegitimize higher education and freedom of expression.

Er arbeitet dabei auch heraus, wie der Antisemitismusvorwurf quasi in seiner Umkehrung, die wirklichen Antisemiten schützt, zu denen Trump und Musk eindeutig zu zählen sind und wie die Instrumentalisierung des Antisemismusvorwurfs am ende alle Juden in Gefahr bringt.

Jews in the United States are being instrumentalized in an effort to build a more authoritarian American system. The real and continuing history of the oppression of Jews is transformed into a bureaucratic tool called „antisemitism“ which is used to suppress education and human rights — and so, in the end, to harm Jews themselves.

As the word „antisemitism“ becomes the cover for aggression, we lose the concept. And then, when actual antisemitism manifests itself, there will be no way to describe it, since „antisemitism“ will have come to mean something like „the power of arbitrary rulers to suppress freedom of assembly and freedom of speech under cover of disinformation and propaganda.“

It is a widespread view that mainstream party accommodation of radical right core issue positions would reduce the radical right’s success. Empirical evidence for this claim, however, remains inconclusive. Using party level data as well as micro-level voter transitions between mainstream and RRPs, we re-evaluate the effectiveness of accommodative strategies and also test whether they work contingent on specific conditions, e.g., the newness of radical right challengers or the existence of a cordon sanitaire. We do not find any evidence that accommodative strategies reduce radical right support. If anything, our results suggest that they lead to more voters defecting to the radical right. Our findings have important implications for the study of multi-party competition as they challenge what has become a core assumption of this literature: that accommodative strategies reduce niche party success.

Correktiv hat den Langen Arm des Trumpismus in die CDU aufgedeckt.

Ein Beispiel: Die Tholos Foundation ist eine millionenschwere Stiftung mit Sitz in Washington, die über Konferenzen, Tagungen und ein Fellowship-Programm Einfluss in Europa geltend macht. In Deutschland unterstützt sie einen Berater mit engen Verbindungen zur CDU/CSU – hochrangige Christdemokraten rätseln seit Langem, wie der Kampagnen-Experte seine Veranstaltungen finanziert: Armin Petschner-Multari, CSU-Mitglied und Gründer der Kampagnen-Agentur The Republic, ist nach Recherchen von CORRECTIV seit drei Jahren Fellow der Tholos-Foundation und der Property Rights Alliance (PRA). Beide sind Teil einer wichtigen Lobby-Maschine für Trump: Dahinter steht die „Americans for Tax Reform“, eine mächtige Organisation, deren Vertreter Steuern als „Diebstahl“ bezeichnen.

Im Zentrum steht aber eine Konferenz, die dieses Jahr bereits das zweite Mal in Deutschland stattfinden soll. Dabei kommen, wie schon letztes Jahr, wichtige Strategen aus dem Trump-Team mit hohen Funktionären der CDU in Kontakt.

Das nächste Event in Berlin ist bereits geplant: Am 4. und 5. September sollen, so heißt es in der Online-Ankündigung, „Experten und Vordenker aus aller Welt“ zu einem Treffen und Ideen-Austausch zusammenkommen. Diese „Berlin Campaign Conference“ sorgte im vergangenen September bundesweit mit seiner illustren Gästeliste für Schlagzeilen. Dort trafen 2024 MAGA-Unterstützer auf deutsche Lobbyisten und Wirtschaftsvertreter, auch Grover Norquist, Präsident von Americans For Tax Reform, war dort. Ebenso wie Friedrich Merz’ Kampagnen-Managerin Christine Carboni.

Mit dabei war im vergangenen Jahr auch die Heritage Foundation, die mit ihrem radikalen Staatsabbau-Programm „Project 2025“ praktisch ein Drehbuch für die ersten 180 Tage von Trumps zweite Amtszeit bereitstellte – mit Entlassungen von Beamten, drastischen Steuersenkungen und einem Ende des „unerklärten Kriegs gegen fossile Brennstoffe“. Seit Jahrzehnten leugnet die Heritage Foundation den Klimawandel – auf ihrer Website lobbyiert die Organisation vehement gegen die Klimapolitik von „Big Government“.

Die Liste der Partner der Konferenz ist dabei aufschlussreich.

Ein weiterer Partner bei der „Berlin Campaign Conference“: das Leadership Institute. Es wird von Trump-Anhängern geleitet und will in seinen Schulungen „konservative Gewinner“ formen, um das „Land vor dem Sozialismus“ zu bewahren. Das Leadership Institute erhielt laut Medienberichten Geld unter anderem vom Donors Trust, einem Fonds, den das renommierte US-Medium Mother Jones schon vor einigen Jahren als „Schwarzgeld -Automat für die Rechte“ bezeichnete. Er fördert marktradikale Akteure und Klimawandelleugner und zählt zu den rund 100 Organisationen, die sich am „Project 2025“ beteiligten. Das Leadership Institute ließ Fragen von CORRECTIV unbeantwortet.

Die Vernetzung wird auch aus Deutschland vorangetrieben.

Ein Deutscher hilft bei der internationalen Vernetzung: Andreas Hellmann ist „Director of Outreach“, ein ehemaliger FDP-Kommunalpolitiker aus Essen, der 2022 in der Kritik stand, weil er laut Medienberichten Muslime auf Facebook pauschal und unflätig beschimpfte. Er selbst sprach gegenüber der WAZ von „schwarzem Humor.“

Hellmann und Petschner-Multari haben offenbar hochrangige Kontakte in der Union: Im Mai 2023 besuchten beide zusammen mit Ex-Verkehrsminister Andreas Scheuer (CSU) und der Bundestagsabgeordneten Dorothee Bär (CSU) den Gouverneur Floridas, Ron DeSantis, der als rechter Hardliner bekannt ist – Fotos belegen das Treffen.

Auch die saarländische „Union Stiftung“ ist wichtiger Knotenpunkt des Netzwerkes.

Die Stiftung lädt als Referenten nun öfter Rechtskonservative und Klimawandel-Leugner ein. Auf Anfrage von CORRECTIV sagt Michael Scholl, Geschäftsführer der Union Stiftung, dass die Stiftung parteipolitisch unabhängig agiere. Da im Vorstand keine inhaltlichen, personellen oder organisatorischen Verbindungen zur CDU-Saar bestünden, „haben wir keinen Einfluss auf innerparteiliche Diskurse zur politischen Ausrichtung.“ Die Nähe zur CDU ist allerdings nicht zu übersehen: Der Stiftungs-Vorsitzende Hans-Georg Warken gilt als CDU-„Urgestein“, er war rund zehn Jahre Teil des Bundesvorstands der Jungen Union.

Mit Merz sind wir gegen Trump verloren.

According to Goshen, the benefits LLMs provide to intelligence agencies could include the ability to rapidly process information and generate lists of “suspects” for arrest. But for him, the key is their ability to retrieve data scattered across multiple sources. Rather than using “primitive search tools,” officers could simply “ask questions and get answers” from a chatbot — which, for instance, would be able to tell you whether two people had ever met, or instantly determine whether a person had ever committed a particular act.

Intelligence sources stated that the use of these language models alongside large-scale surveillance in the occupied territories has deepened Israel’s control over the Palestinian population and significantly increased the frequency of arrests. Commanders can access raw intelligence translated into Hebrew — without needing to rely on Unit 8200’s language centers to provide the material, or knowing Arabic themselves — and select “suspects” for arrest from an ever-growing list in every Palestinian locality. “Sometimes it’s just a division commander who wants 100 arrests per month in his area,” one source said.

For training the LLM, everyday conversations between Palestinians that have no immediate intelligence value still serve an essential purpose. “If someone calls another person [on the phone] and tells them to come outside because they’re waiting for them outside the school — that’s just a casual conversation, it’s not interesting,” a security source explained. “But for a model like this, it’s gold, because it provides more and more data to train on.”

In den israelischen Geheimdiensten ist man sich sicher, dass die KIs helfen die Palästinenser vor allem im Westjordanland zu kontrollieren.

Israeli intelligence sources emphasized that in the West Bank, the most pressing issue is not necessarily the accuracy of these models, but rather the vast scope of arrests they enable. The lists of “suspects” are constantly growing, as massive amounts of information are continuously collected and rapidly processed using AI.

Several sources stated that a vague or general “suspicion” is often enough to justify placing Palestinians in administrative detention — an extendable prison sentence of six months without charge or trial, on the basis of undisclosed “evidence.” In an environment where surveillance of Palestinians is so extensive and the threshold for arrest is so low, they said, the addition of new AI-based tools will enhance Israel’s ability to find incriminating information on many more people.

Die Wired hat einen weiteren gut recherchierten Artikel über DOGE und den Musk-Coup, mit Augenmerk auf die gesammelten Daten, die Einführung von ChatBots und Musks Kontrollfantasien geschrieben.

Along the way, DOGE also gained access to untold terabytes of data. Trump had given Musk and his operatives carte blanche to tap any unclassified system they pleased. One of their first stops: a database previously breached more than a decade ago by alleged Chinese cyberspies that contained investigative files on tens of millions of US government employees. Other storehouses thrown open to DOGE may have included federal workers’ tax records, biometric data, and private medical histories, such as treatment for drug and alcohol abuse; the cryptographic keys for restricted areas at federal facilities across the country; the personal testimonies of low-income-housing recipients; and granular detail on the locations of particularly vulnerable children.

What did DOGE want with this kind of information? None of it seemed relevant to Musk’s stated aim of identifying waste and fraud, multiple government finance, IT, and security specialists told WIRED. But in treating the US government itself as a giant dataset, the experts said, DOGE could help the Trump administration accomplish another goal: to gather much of what the government knows about a given individual, whether a civil servant or an undocumented immigrant, in one easily searchable place.

Musk will gerne einfach einen Delete-Button für alles, was ihm missfällt.

For Musk to gain what he seemingly most wanted—a “delete” button he could wield against any agency by cutting off its funding at the source—he would need direct access to the US Treasury. DOGE dispatched operatives to the Treasury’s Bureau of Fiscal Service, which controls more than $5 trillion in disbursements, including Social Security and Medicare payments, tax refunds, and the salaries of federal workers. The operatives wanted access to two key systems: the Payment Automation Manager and the Secure Payment System. David Lebryk, the highest-ranking career official at the Treasury, retired rather than comply. The financial journalist and payments expert Nathan Tankus would later say that the news of Lebryk’s retirement gave him a “panic attack,” because everyone above Lebryk was a political appointee.

Doch die politische Wirkung von DOGE ist noch raffinierter, wie Don Moynihan herausarbeitet.

Denn natürlich ist der brutale Kahlschlag in der Regierung nicht blind gegenüber den Interessen in der Politik. Während demokratische Politiker*innen jedoch nur hilflos zusehen können, wie ihre Projekte gecancelt werden, haben die Republikaner im Zweifelsfall Musks Handynummer. Moynihan zitiert CNN:

Republican lawmakers are enjoying more access – and having more success – in their attempts to convince the White House to reverse cuts to certain programs and workers, while Democrats are largely striking out. Even in cases where they are advocating for the same thing, Republicans are able to leverage entry points into Trump administration in ways that Democrats simply can’t, leaving them in the dark on many of the recent reversals the administration has agreed to.

House Appropriations Chair Tom Cole said Friday that “after working closely” with the Trump administration and DOGE, he was able to keep open offices in his district that provide key Social Security, health care and weather services that had been at risk of shutting down. Meanwhile, Democratic Rep. Steven Horsford of Nevada told CNN that when DOGE moved to end a Social Security services location in his district, he wasn’t notified and didn’t have the information needed to help his constituents. “My constituents deserve the same treatment that Rep. Cole’s are receiving, but that’s not happening,” Horsford said.

In short: Trump and Musk are engaged in a broad-based downsizing of government, using that downsizing to selectively target their enemies, while expanding their political power by trading exceptions to the downsizing.

Ich bilde mir nicht ein, dass irgendwer, der heute diese These vertritt, meine Texte gelesen hat, aber ich freue mich, dass wir sieben Jahre nachdem ich sie auf dem Zündfunk Netzkongress vorgestellt habe und sie anschließen in der APuZ und in meinem Plattformbuch vertreten habe, so langsam Mainstream wird.

Etwa zur selben Zeit wie ich hatte auch McKenzey Wark hatte eine ähnliche These in ihrem Buch Capital is Dead vertreten und heute ist vor allem Yanis Varoufakis mit der These vom Techno-Feudalismus unterwegs.

Aber klar. Mit Thiels Boy Vance als Vizepräsident, Musk im Weißen Haus und einem Präsidenten mit eigenem Memecoin, wird auch dem letzten klar, dass hier ein anderes Spiel gespielt wird.

Gillian Tett glaubt in der Finanzial Times eine mögliche Theorie hinter Trumps Zollpolitik gefunden zu haben. Einige in Trumps Policy-Team scheinen jedenfalls den Ideen von Michael Pettis, bzw. einem Policypaper von Steven Miran zu folgen. Die beiden monieren, dass die Stellung des Dollars als globale Leitwährung dazu führe, dass er verglichen mit den anderen Währungen überbewertet werde und sprechen von dem „Mar-a-Lago Accord“ als Paradigmenwechsel in der Handels- und Finanzarchitektur der Weltwirtschaft.

Pettis sees these capital inflows as not “just” the inevitable, and beneficial, corollary of America’s trade deficit, but as a debilitating curse. That is because inflows boost the dollar’s value, foster excessive financialisation and hollow out America’s industrial base, he says, meaning that “capital has become the tail that wags the dog of trade”, driving deficits. Pettis wants curbs, like taxes, therefore. And six years ago, Democratic senator Tammy Baldwin and Josh Hawley, her Republican counterpart, issued a congressional bill, the Competitive Dollar for Jobs and Prosperity Act, which called for taxes on capital inflows and a Federal Reserve weak-dollar policy. The bill seemed to die. But last month American Compass, a conservative think-tank close to vice-president JD Vance, declared that taxes on capital inflows could raise $2tn over the next decade. Then the White House issued an “America First Investment Policy” executive order that pledged to “review whether to suspend or terminate” a 1984 treaty that, among other things, removed a prior 30 per cent tax on Chinese capital inflows. This did not grab headlines, since Trump was “flooding the zone” with other distractions, notably on tariffs. But it spooked Asian observers and probably contributed to recent US stock market falls, as some investors preemptively flee.

Pettis’s ideas seem to be influential among some advisers, such as Treasury secretary Scott Bessent, Stephen Miran, the chair of the Council of Economic Advisers, and Vance. This trio appears minded to reset global trade and finance, via a putative Mar-a-Lago accord, although their ambitions are on a grander scale than the 1985 Plaza accord. The latter “merely” weakened the dollar via joint currency intervention but Miran’s vision of a Mar-a-Lago accord includes a possible US debt restructuring too, which would force some holders of Treasuries to swap them for perpetual bonds.

Es lohnt sich auch das Interview mit ihr bei Ezra Klein, wo sie einige Ungereimtheiten nochmal ausführlich beleuchtet, dazu noch diese Notizen von Adam Tooze zu dem Stück.

Der genannte Steven Miran hatte das Argument in seinem sein Policy Paper so ausgeführt: Die Globale Reservewährung zu sein, habe zwar Vorteile, die man unbedingt erhalten solle, aber da dieser Status dazu führe, dass es eine hohe Nachfrage nach US-Staatsanleihen gebe, wachse eben auch die Staatsverschuldung. Da die Weltwirtschaft die letzten Jahre schneller gewachsen sei, als die US-Wirtschaft, die in den 1960ern noch 40% des Welt-GDP ausmachte und heute nur noch 26%, erhöhten sich auch die US-Schulden überproportional zum US-GDP.

Der Ansatz des „Mar-a-Lago Accord“ bestehe nun darin, diesem Ungleichgewicht mit Zöllen entgegenzuwirken, doch gleichzeitig müsse der dadurch ausgelöste Preisschock durch eine Entwertung des Dollars ausgeglichen werden.

Und weil dieses Manöver enorme finanzpolitische Risiken mit sich bringt, schlägt Miran u.a. vor die Gläubiger (also zB. uns Europäer*innen) dazu bewegen, ihre/unsere US-Staatsanleihen in der Laufzeit zu strecken und damit die finanzpolitischen Risiken für diesen Stunt zu übernehmen.

Aber weil Miran weiß, dass kein Staat da freiwillig mitmacht, legt er statt der wirtschaftlichen Incentives das Folterwerkzeug auf den Tisch.

Im Plattformbuch unterscheide ich zwei wesentliche Formen politischer Machtausübung bei Plattformen: Die „Politik des Pfadentscheidung“ beeinflusst die Pläne der anderen, indem sie ihre eigene Infrastruktur hegemonial macht. Indem andere Deine Infrastruktur nutzen, strukturieren Deine Pfadentscheidungen den Raum vor, in dem andere ihre Pläne schmieden. Diese Form der Machtausübung ist subtil, aber allgegenwärtig und ist das ganze Geheimnis dessen, was einmal „Soft Power“ genannt wurde.

Die andere Form der Machtausübung habe ich die „Politik des Flaschenhals“ genannt. Durch souveräne Kontrolle der Infrastruktur, kannst Du andere von Ressourcen ein- oder ausschließen, oder zumindest damit drohen.

Was Trump tut und was Miran hier versucht zu verrationalisieren, ist der Paradigmenwechsel von der Politik der Pfadentscheidung zur Politik des Flaschenhals. Und damit ist er Teil eines größeren Trends. Es ist die Enshittyfication der westlichen Weltordnung.

Ich habe soo viele Fragen. Ist die NATO überhaupt noch ein Verhandlungsargument, wenn eh schon alle das Vertrauen in Artikel 5 verloren haben? Wird der Dollar Reservewährung bleiben, wenn Trump die Welt erpresst? Wird die Deutsche Wirtschaft auch in fünf Jahren noch auf amerikanischer Software laufen?

Die New York Times liefert eine viel einfachere Erklärung für Trumps Zollpolitik.

It remains to be seen whether Mr. Trump will offer exceptions to the metal levies, or to future rounds of tariffs, like those on cars and other products he says are coming in April. But the allure of cutting a deal could be a tough thing for the president to resist. The ability to grant preferred industries or foreign governments relief highlights one of the president’s favorite things about tariffs: the immediate influence they give him.

By threatening or imposing tariffs and then lifting them, the president has repeatedly placated companies and countries affected by tariffs, ingratiating them to him and inviting praise and compliance. Foreign countries have offered to begin trade negotiations and devoted resources to Mr. Trump’s goals, like strengthening U.S. borders. And that is a power the president may be loath to give up.

In Trumps Idealvorstellung hält er bei jedem Gespräch mit einem anderen Staatsoberhaupt eine Knarre an dessen Schläfe und das Gegenüber muss nett betteln, dass er nicht abdrückt.
