The rate is a minimum of 15% off, must be booked at least 7 days before the stay, and must include Thursday, Friday, Saturday, or Sunday night.

The T&Cs state that the eligible Visa card must have been issued in MEA, but I doubt anyone will ever enforce this.
The Visa rate is likely not the lowest when sale rates are available.
However, you must remember that this is a pretty flexible rate plan (check the hotel-specific cancellation deadline), and no advance payment/deposit is required.
